Take a look on Kayak.com, and on Southwest's website. To fly Southwest, you will have to go out of Indy or Columbus, but they do have very good fares. If you search on Kayak, it will search all of the other airlines, but what's great about this site is that is will also check other close airports at the same time and show you the cheapest fare between all of the airports. Honestly, to do the cheapest, you will probably end up flying out of Dayton or Lexington, or out of Columbus on Southwest, you can never get a cheap fare out of Cincy (although the flight from Cincy would be direct, which is nice).

I would say in the way of cheapest, it may be Delta. Delta's "home hub" is Cincinnati. They usually offer better deals on regular routes from the home hub of any airline.
